Care Act update - July 2015
The implementation of the second phase of the Care Act reforms, which includes intorducing a cap on the cost of social care and the introduction of an appeals system to deal with complaints has been delayed until April 2020. New Care Reforms to come into force from 1st April 2015
The new Care Reform Act will begin to be implemented on the 1st April 2015.
The Care Act is the first overhaul of social care statute in England for more than 60 years and will bring far reaching changes for social care provision.
The Act aims to make a difference to some of the most vulnerable people in society, provide carers with new rights and create a single, modern law that makes it clear what kind of care people should expect.

A basic guide to the new Care Act
What is the Care Act?
The Care Act puts a limit on how much people will have to pay for their care
Council’s will now have to consider the physical, mental and emotional wellbeing of people who need care and have the duty to provide preventative services to keep people healthy in the first place
The care system will be built around each individual person and what care they need and want
Personal budgets are part of the new law and these give people the power to spend their money on care that is tailored to their needs
Councils will have to give people better and more accessible information to help them receive the best care
Carers will be given new rights and support to care for the ones they look after
There will be tougher measures on service providers who deliver bad care
The Act will introduce a minimum eligibility threshold across the country – a set of criteria that makes it clear when local authorities will have to provide support to people. This was previously set by authorities themselves, meaning that decisions on levels of care varied from case to case. This means that the rules about who qualifies for support from the council will change.
